Property managers are often surprised by this. Somebody else committed the crime, and the abatement obligation still lands on the owner.

Detroit's ordinance declares graffiti on the exterior of any building, premises, or structure unlawful and a public nuisance, and it puts the responsibility for abatement on the property owner. That responsibility is continuing, meaning the obligation is to keep the property free of graffiti and to restore any surface the graffiti damaged, not simply to react once. It appears on the city's Top Ten Blight Violations list, which tells you how often it gets written.

Enforcement runs through the blight violation process. If an owner does not clear it, the city can remove it and add the cost to the judgment, and blight violation fines run up to a $10,000 maximum depending on the specific violation. Suburban Oakland and Macomb communities write their own versions with their own deadlines, which is the practical reason to know your municipality's rule rather than assume Detroit's applies.

The business case is simpler than the legal one. A tagged wall attracts more tagging, and it reads to tenants and customers as a building nobody is watching.

The surface decides the method, not the paint

Almost every bad graffiti removal we get called to fix started with someone matching the method to the graffiti instead of to the wall. The paint is rarely the hard part. Keeping the wall intact is.

The variable that matters is porosity. On a non-porous surface the paint sits on top and can be lifted. On a porous surface it has soaked in, and anything strong enough to pull it back out is usually strong enough to take the surface with it. That single distinction drives pressure, chemistry, and how much of the original finish survives.

Brick, block, and unsealed masonry

Unsealed brick and CMU absorb solvent-based spray paint several millimeters deep. High pressure is the instinct and it is the wrong instinct: blasting a brick face at 3,500 PSI opens the pores, erodes the fired surface, and leaves a permanently lighter, rougher patch that reads as damage from the street. You have traded a tag for a shadow.

The method that works is chemical dwell plus low pressure. A graffiti remover formulated for masonry is applied, allowed to sit long enough to lift the pigment out of the pore structure, then rinsed at moderate pressure with heat. Multiple lighter cycles beat one aggressive one every time. Poultice products, which hold the solvent against the surface while drawing pigment into an absorbent medium, are the right tool on historic or soft brick.

The honest part of this conversation: on old, soft, or previously sandblasted brick, complete removal sometimes is not achievable without visible change. When that is the case, we say so before starting, and the choice becomes a masonry-appropriate coating instead of a chase.

Painted walls, coated metal, and finished surfaces

On a painted wall the removal chemistry cannot tell your paint from theirs. Solvents that dissolve the tag will soften the coating under it, and heat plus pressure will burnish or strip it.

So on painted block, coated steel, and finished trim the realistic outcomes are two: gentle chemical work at low pressure that removes most of the tag and leaves the coating dulled, or repainting. On a large wall, repainting is often faster, cheaper, and looks better than a partial removal that leaves a clean rectangle in the middle of a weathered wall.

Anodized aluminum, powder-coated storefront frames, and vinyl are their own category. Non-porous, so removal is realistic, but every one of them can be permanently hazed by an aggressive solvent. These get tested in an inconspicuous spot first, always.

Concrete flatwork is closer to masonry than to metal, and the approach is the same one we use for oil stains on concrete: draw the contaminant out with the right chemistry rather than driving it deeper with pressure.

Where the runoff goes is a regulated question

Graffiti removal produces the dirtiest wash water in exterior cleaning: solvent carrier, suspended pigment, and whatever came off the wall with it. Letting that run down a slope into a storm drain is a discharge, not housekeeping.

Michigan EGLE's guidance for mobile power washing is direct about it. Wash water discharged to surface water or to a storm sewer requires a permit or the approval of the storm sewer owner, and municipalities operating under an MS4 stormwater permit are obligated to find and eliminate illicit discharges. In practice that means berms or drain mats around the work area, vacuum recovery of the wash water, and disposal to sanitary sewer with the local authority's approval rather than to the nearest grate. A crew that shows up without recovery equipment is a crew that is putting your property on the wrong side of an illicit discharge investigation. Coatings, and why the sacrificial kind usually wins

If a wall gets tagged twice, it will get tagged again. At that point a coating stops being an upsell and starts being the cheaper option.

Sacrificial coatings are wax or polymer films that sit on the masonry. Graffiti lands on the film, and hot water removes film and graffiti together. The coating is then reapplied to that area. Cheaper up front, breathable, and forgiving on brick, at the cost of recoating after every incident.

Permanent coatings are urethanes or siloxanes that bond to the surface and survive repeated cleanings. Higher cost, longer service life, and a real caution on masonry: a film that blocks vapor movement traps moisture in the wall, and in a climate with our freeze-thaw cycling that produces spalling. On historic or soft brick, breathable and sacrificial is the safer specification.

Either way, coat only what actually gets hit. Alleys, loading areas, dumpster enclosures, and low walls facing a parking lot account for most of it.

Speed matters more than any product

The single strongest predictor of removal cost is how long the paint sat. Fresh graffiti on a sealed surface comes off with mild chemistry and warm water. The same tag after a Michigan summer of UV and heat has cured into the substrate and needs aggressive work that risks the surface.

Removal within 24 to 48 hours is the standard most municipal programs aim for, and the reason is behavioral as much as chemical: taggers return to work that stays up.
